Laguna Hills was incorporated as a city in 1991, though the community itself was planned and built beginning in the 1960s. The original development was conceived as a master-planned community that would serve families and professionals in south Orange County, with distinct neighborhoods built around schools, parks, and community centers. Today, Laguna Hills remains one of Orange County's most established planned residential areas.
The community was developed with both single-family and townhome neighborhoods, each neighborhood designed to include dedicated parks, recreational facilities and access to the broader community. The planning integrated residential areas with schools and services that residents could reach from their homes, creating what developers call a "complete community" where families could establish roots.
A master-planned community like Laguna Hills is built on the assumption that people will stay, that children will grow up there and go to the local schools, that mortgages will be paid off over decades. That long view is the same time frame that life insurance covers: protecting the people and the plan for the years it actually matters.
